A taxi fare higher than the map estimate is not automatically an overcharge. Traffic, route, late-night timing, leaving Seoul and a road toll can change the total. The useful first step is to separate the meter fare, any surcharge and any toll on the receipt, then keep the vehicle details if something still does not add up.
- Confirm taxi service
- Keep route and time
- Separate fare, surcharge, toll
- Save receipt and seek help

Before the ride: confirm the service
At a licensed taxi stand or in an app, check the vehicle type and whether the offer is metered, pre-priced or a brand service with its own approved terms. A standard Seoul sedan taxi normally uses the meter; other approved products can have different pricing. Show the destination's Korean address, not only a landmark name, and check the route together if it matters.
A useful sentence is '여기 주소로 가 주세요. 영수증도 부탁드립니다.' ('Please go to this address and give me a receipt.'). If the offer is a fixed or app price, review the displayed conditions before accepting it.
After the ride: read three separate lines
Compare the trip time and distance with the receipt's meter amount. Seoul's official fare guide lists late-night and out-of-city surcharges, and actual road tolls may be collected separately. A toll is not the same as a tip or a second meter charge. Do not compare a daytime city-centre estimate with a late-night trip across the boundary.
Seoul has announced clearer English receipts showing surcharge status and toll fees. Ask '영수증 주세요' (Please give me the receipt) even when you pay by card. Save your booking screen or note the licence plate and time while details are fresh.
When the figures still look wrong
First ask calmly which line is the toll or surcharge: '이 추가 금액은 통행료인가요, 할증인가요?' ('Is this extra amount a toll or a surcharge?'). Do not argue while the car is moving. Once safely out, use the official taxi QR complaint information displayed in the vehicle or Seoul's 120 Dasan call centre. Include the receipt, plate, route and time.
For an immediate safety problem call 112. A billing question and a safety emergency need different channels. Current rates and complaint interfaces can change, so check Seoul Metropolitan Government's taxi page when you travel.
A worked example
A ride that crosses the Seoul city boundary late at night also uses a tolled road. Instead of calling the entire difference a 'night charge', compare the receipt's meter fare, marked surcharges and toll with the trip details. Keep the receipt if one part remains unexplained.
Common questions
Is every amount above the meter illegal?
No. An applicable surcharge or actual toll may be separate; check the approved fare type.
Can I request a receipt after card payment?
Yes. Ask for it and keep the vehicle and trip details.
Where can I report an unexplained fare?
Use the official taxi QR complaint route or Seoul's 120 centre; call 112 for immediate safety concerns.
